How yachts can save up to 21% on repairs, maintenance and refits in Spain

For non-EU-flagged superyachts planning maintenance, repairs or refits in Spain, there's a customs procedure that can deliver significant cost savings: Temporary Admission for Inward Processing, commonly known as TPA or Inward Processing Relief (IPR).

When managed correctly, TPA allows yacht owners and operators to avoid paying Spain's 21 per cent VAT and customs duties on specific onboard works, spare parts and services. For a major refit or technical upgrade, that can translate into hundreds of thousands of euros in savings.

But the process isn't automatic. It requires precise documentation, strict compliance with Spanish customs regulations and expert coordination among shipyards, suppliers and authorities.

What is TPA and how does it work?

TPA is a customs suspension regime that enables non-EU-flagged yachts to undergo repairs, maintenance or refits in Spain without incurring VAT or customs duties on works, services or spare parts. It's designed to support the yachting industry while offering significant cost savings to yacht owners and crew.

Crucially, time spent under the TPA regime does not count toward the standard 18-month temporary importation period, giving crews and owners greater operational flexibility when planning extended maintenance schedules.

To qualify for TPA, the yacht must be registered outside the EU and owned by a non-EU entity. Works must be carried out at a designated Spanish customs port, and the procedure must be formally opened with customs authorities before any VAT-free services or parts can be supplied.

The regime applies to a wide range of activities, from technical repairs to major refits and the installation of new equipment.

Consider a 50-metre yacht arriving in Palma de Mallorca for a scheduled refit. The scope includes engine overhaul, interior upgrades, new navigation systems and exterior paintwork. The total cost of works and materials comes to €1 million. Without TPA, the owner would pay €210,000 in VAT. With TPA properly managed, that cost is eliminated entirely, provided the yacht exits EU waters upon completion. Even routine maintenance benefits. A yacht undergoing annual service in Barcelona, including hull painting, system checks and minor repairs, can avoid VAT on labour and materials.
